Really Really Low Offer

Will Smith                    I have a house that the ARV is 49,000. It needs 25,5000 in repairs. That's not including any new kitchen appliance's. This house needs a ton. After the holding/hedge/acquisition/closing etc. I have to offer 3,300.00. What the hell do I do with this one. Can I go ahead with it?
PS: Why do we have to start with taking off .70% off the ARV. Right from the TOP. This .20% goes into the new investors hands. NO QUESTIONS Asked. Please someone let me know what I can do to flip its property.
