Non Performing Second Lien Offer Help

I need help coming up with a fair offer price to the bank to buy the Non performing second lien note with UPB of $700,000. The first lien is also non performing and has $400,000 UPB. The property has a fair market value of $2.0 million. What price should I offer the bank to purchase the second lien note?
