Multi Family Investing in Berkeley, CA

Hi Everyone, 

Looking for Add-Value Multi Family properties in the Bay Area and a decent amount of the properties I come across that get close to meeting my criteria seem to be in Berkeley, CA. Does anyone have any recent pros or cons or stories about investing in Berkeley, CA they would be willing to share? I see that rent control, taxes and assessments appear to be the big items to watch out for. And aiming for student housing near UC Berkeley appears to be a good way to maintain market rent. I worry that special assessments might end up being a surprise on expenses on a multi family. This is looking at 4-14 unit properties.
