Knoxville, Tennessee vs Phoenix, Arizona

Currently living and investing in the Phoenix area. I have an opportunity to partner up with my cousin in Knoxville. We both have the same goals and each bring cash plus complimentary skills to the table. As much as I love Scottsdale, and I do, my purchase power is much greater in Knoxville as prices are about 30% lower. The market has been appreciating steadily in Knoxville albeit slower than the national avg. it does boast a low unemployment rate and jobs appear to be historically steady with projected growth.

That's the extent of my market knowledge. Any of y'all have an input for both fix and flips and Single/multi acquisition?
