Finding Out What's Owed on a Property

Hello,

I'm about to finish the BP book on negotiating real estate and it talks about finding what is owed on a property to get an idea of the rock bottom offer would be accepted.

Does anyone have a recommendation on how to go about this or what sites can be used to figure this amount out?

Any help is greatly appreciated.

Clark, 

Google:  town/city GIS.  Go through the GIS site and look for the tax card, the tax card will list the mortgages on the property (you will need to back out the math to get an estimate as to what is owed).
