Tenant Screen (not application) - negotiable pet policy

Hello - I am screening tenants on Zillow and have pet policy that is "negotiable" and "Pets considered on a case-by-case basis with landlord approval". I have an inquiry about someone wanting to have 2 dogs in the rental. How do I politely deny them? Do I even need to respond to their inquiry? Note - I did ask them multiple pre screening questions.

It’s a good idea to respond politely, even if you’re going to say no, because it keeps things professional and respectful. You could say something like, “Thank you for your interest in the property. Unfortunately, we aren’t able to accommodate two dogs at this time. We wish you the best in your search.” Keep it short and friendly. There is no need to explain further or justify the decision. Even though your policy is negotiable, it’s perfectly fine to stick to what works for your property and screening criteria.
