Finding Absentee owners in Canada?

Has anyone found a way to reach absentee owners in Canada? Our laws and regulations around RE makes it very tough to aquire specific info on houses and owners. 

I cant find any resources as to if anyone has found a clever way of reaching them in Canada

It may be possible to manually pull these from municipal tax rolls. I know that in smaller towns you can walk into city hall and ask to see the tax rolls. This includes the municipal address, and also the mailing address where they send the tax bill. If the mailing address is different from the property address, you likely have an absentee owner. I don't know if this can be done in larger cities like Toronto and Edmonton, but tax rolls are public records.
