Does it make sense to mail to Lis Pendens?

Hey guys, I'm just starting my first direct mail campaign and sent out my first batch of 1,000 oversized postcards to absentee owners within my target zip codes. I'm considering having another mailing campaign directed towards properties that are in Lis Pendens. First of all does it make sense to send to these folks, and secondly is there "file date" that would make the most sense to target?
