Direct Mail Best Practice

I have obtained a list of properties that are currently violating codes in my city and my strategy is to use direct mail to find potential wholesale deals. What are some best practices for targeting this group of leads? Should I leave out vacant properties? My guess was mailing a vacant property would only stuff a mailbox that isn't checked by anyone.

mail the vacants because some will get forwarded. Some will get picked up at house. Some will get returned. Chase those down. That's where the money is.
