Getting apartment deals through direct mailing!

Hello,

So I just sent out my first bundle of direct mail letters to pre foreclosure apartments in Miami. I generated a list of owners with anywhere from 20-70k in equity. How much should I offer when discussing the purchase price. Should I go with the 70% rule. I am not planning on fixing up, my idea is to just purchase and immediately list on mls with a realtor. Basically skipping the middleman (not wholesale) and listing straight on market. Constructive criticism is welcome. Thank you !
