Question about Disposition of Deposit

Hello Everybody,

  I had a question about funds being withheld from the deposit I am from New York when write down to fix the floor will cost me $750 and their deposit is the same amount, do I need to get a quote first or no because I only have 14 days to send it?  I did have a quote before they moved but I lost it.
