Splitting a Commercial Property into Multiple Units

I'm looking for a commercial building to divide into smaller office/studio spaces in the Tampa/St Petersburg area.

Does anyone have experience with splitting up utilities, or am I better off increasing the base rent and including utilities for each tenant?

What price/sf is market for smaller (100-300 SF spaces) and should I gross up the rental units due to the shared common areas?

Any and all advice is welcome.
