Neighbor's dead tree threatening property
2.5 years ago a major storm came through the Spring, TX area and knocked a small limb off a neighbors dead tree (see image below) and it feel through the roof. Luckily it hit a rafter and stopped before going into the occupied unit below. After that storm I went over to the property that owns the tree and talked to them. They told me that the owner had just died and the son was taking over. They had no idea how to contact them. Since then I have contacted those supposed tenants multiple time trying to get ahold of the property owner, no success.
What should I do in this case? Should I hire someone to draft up a legal document and serve the tenant/property to make them aware of the danger? Should I file something with the city?
This property is in the North Houston area (Spring). The precarious limb only extends over my property by a few feet, but a strong wind can easily snap and carry it into my property.
