Issues with code dealing with a building remodel (need advice)
A bit of a weird situation here. We took over a building in a small town not far from Orange County, NY. There's one code enforcement officer who approves plans and work. We started this work back in November. He recommended we use the original plans, and just modify them where we need to and resubmit. Since March, he's be stopping or not responding to requests for approval on windows, doors, supplies, etc. We removed a cement table, like a bar table, which was installed in 2020. We received the ok from the town supervisor, but he actually stopped us, issued a stop work order and made us go for a permit to remove the cement table. He made us test for asbestos and lead, and even the EPA inspector was surprised since this was only five years old. We did, and it came back negative for both and we were allowed to continue; once we paid his fine. We've been waiting since April for approval on doors, windows and other items. He gave us approval to repair a part of the back walkway, which didn't state asphalt or cement, and we replaced it with asphalt; since all of the surrounding areas was asphalt. The approved permit just states replace back walkway. So, after we completed, he said it looks great, but tear it up as I want it cement.
I spoke to the town supervisor, and he said we have to wait for the code officer to approve our requests. I've left dozens of voicemails, texts and e-mails, and he doesn't respond. I do not know what else to do. Do I try to speak to the mayor? Do I hire a lawyer? Open to suggestions as we have a vacant 10,000 sq ft building sitting in the middle of town; and we cannot do anything.
I've rebuilt buildings in dozens of places around New York, New Jersey and New York City. I've never had an issue as we submit the plans, and they approve them. I am hoping someone can give some suggestions, as the carrying costs (taxes, insurance, etc.) are costing a bundle; and the subs we hired are waiting and taking other jobs in the meantime.
I hope someone can give their advice; as I am out of ideas. 40+ years in handling real estate; and I've never experienced this.

Who does this jerk work for? Find out and contact them. This happened to me once and I went to the City Manager. It never happened again. Good luck!
