Making an unseen offer on a multi-unit?

Hi,

I have my eyes on a multi unit where the numbers work great. I would do a FHA and live in it for at least a year and the other 2 units would pay just above the monthly payment. After that I would probably move back in where I am now or find another property and this thing would cash flow great. The only concern is that I have not seen this property yet and my agent is saying there is already interest from "30" other people. She said that there will probably be somewhat of an open house as the seller doesn't want so many showings because the tenants are being "difficult". Not sure if that's an exaggeration, but she mentioned that we could make an unseen offer contingent on inspection. Not sure if this would even work, but wondering if anyone has ever done this before? Would love to hear your thoughts.
