land build strategy / air bb

we bought 5 acres of vacant land. Perc is complete. There is water utility. 

Water utility runs under right of way to access my property or at least right beside of the edge of it. right of way is apt 20' wide. Should I just 811 and avoid that side? 

Also -

How should we go about doing drive, foundation, and septic in terms of financing?

We plan to drop a LUX HUD from zook cabins on a pad. Others have told me to build basement foundation then put HUD on top of. Then the majority of foundation would be complete for final build years later. Pricing looks heavy for that. My idea is to assist in below grade. There is a heavy equipment place right beside us to rent - no need for a delivery fee.

My plan 

1. build septic mound and system to design

2. build pad to extend past HUD for patio

3. gravel drive and parking area with washed stone

4. have utility water and electric performed by professional - I would possibly dig for water line install and electrical conduit 

5. landscape/plant trees etc. 

Now I can kill myself doing all of this or my other thought was to price it into home build construction loan to cover phase work of final build in 3-5 years. Construction loan to cover below grade work then cost of hud to drop in deliver and hookup utlity. 

Another property would then be purchased in airbnb location and HUD would be installed there for vacation home and future investing
