Contractor did poor work: LEGAL ACTION OPTIONS?

Question. I paid a contractor $5k for some excavation work and to lay conduit for water and electrical. He failed to cap or cover the pipes and they filled with rainwater. I do not want to have the electrical installed in pipes filled with water. If I contract the well company to make this right, it will cost $2k. I called the original contractor yesterday and he said he needed to figure it out and would call me in the morning. He is now dodging my calls. I want to know: What legal actions can I take to get the contractor to refund me the money? He did not do the job correctly. He also didn't clean up any of the trees he cleared, which was in his contract to do.
