Do property managers need a real estate lisence

We are looking to expand our business in property management and have experience in the industry. The issue we are seeing is that the law suggests that all property managers need a real estate license in North Dakota and the company needs a broker. Not a single person I know has a real estate license that works in property management? Do companies have a broker on payroll and have zero participation in the leases? Is their some loophole I don't know about or something changed?
