Stop work order

Is anyone familiar with stop work orders in Indianapolis, I have a contractor pulling my leg for 7 months so far about a stop work order that he caused. He's being very unresponsive and unhelpful. Does anyone know of an expeditor that can get this handled

HAVE A HARD MONEY LOAN MATURING SOON!!!  NEED HELP ASAP!
