Wholesaling with a HAMP

Hello Bigger Pockets family. I am a new Wholesaler that tries to learn something new everyday. However I am lost on this one. Can I wholesale a deal if the Townhome owner has a (HAMP) Home Affordable Mortgages Program? The HAMP has been in place approximately 10 years ago. Thank you in advance!
