Filtering the NJ Property Tax Search

I am attempting to compile a tax delinquent list to market postcards to, for the city of Newark (first timer) and I have a question. Perhaps someone can give a bit of insight on this matter..

How do you find and filter out home owners on the property tax list of NJ who owe $5000 or greater on their taxes. I hear that the more taxes they owe on their property the more motivated they may be to get the property off their hands
