Can a real estate agent do wholesaling if an agent is working under sponsoring broker?

Yes, remember that you don't have to go through a real estate agent to purchase a property. With that said, if you are buying a property you are acting as a principal, not an agent. Purchase under your LLC and hire a lawyer to draft you a Purchase and Sale agreement and an Assignment agreement, make sure both contracts state that one member of the LLC holds a real estate license.
