Potential Wholesale Deal

I have a family member who is looking to get out of his property, however the issue is that he is upside down and attempting to go into a short sale. The property is in a nice location in MD surrounded by Metro, Shopping and easy accessibility to the beltway. In short, I think this would be a good property for a rehab. Is it worth trying to wholesale or because it's upside down it can't be done?
