Hi,

I got contacted by an owner who wants to sell his property for $150,000 which is the mortgage he owns on the property. But the market price of the property is $165,000. If i get the property under contract for $150,000 and wholesale it for $165,000, is there anything illegal about it?

Legal or not there isn't much of a deal there.  Why would an investor pay market price for a property when she can get those all day long!
