Buying and selling land

What counties do you recommend newbies starting in? Is there a specific criteria to look for when researching a county? I'm on a limited budget in the beginning, not sure if that matters. Thanks so much. Want to start scrubbing my first list...

I purchased my first two land parcels a few months ago.  I studied the approached of purchasing the land through OTC tax deeds and tax foreclosures. I had the most success with the counties in Minnesota.  I was able to get the properties free and clear and for well below the tax assessed value of the property.
