Question about Tax Delinquent lists

I live in California in Fresno County and I recently inquired about a Tax delinquent list. 

The response I got was "We do have one available, but it's one long unreadable line" 

Is this normal? Is there anyway I can autoformat it using Word or Excel?

@Sean Bell. The list they provide is basically one giant one-line list of information. I have a friend who acquired the list, then he made his own program to take that info and convert it to an excel with each property address in their own cell.
