Building JV relationships

A few heavy hitters in the wholesaling arena have suggested a way to initially build some capital is to establish relationships with other wholesalers that have deals but may not have a load of cash buyers, then connect them with cash buyers for a small markup.

Is this a viable approach? In a "hot" market where houses typically aren't staying on the market for more than 2 weeks?

If so, how would I go about finding those wholesalers that haven't already established connections to buyers and what would be the most appropriate way to approach them for such an agreement?

I BELIEVE it can be a win-win, but if approached incorrectly it can very easily come off as "Hey, you're out there hustling and I just want to ride your coattails".

Any input is greatly appreciated.
