Rejected Mail - How to Fix This?

Question

I've been sending out a lot of direct mail to addressed from a list I purchased on ListSource. It has worked well. However, I get a lot of rejected mail (return to sender, etc). Before I send out the mail, I run the list through the NCOA. However, I still get a lot of rejected mail.

Does anyone know how I can reduce the amount of direct mail that gets rejected?

I am/was a software developer that provided ACE (Address Correction and Encoding) and CASS certifications to existing customer lists.  The corrected addresses were over 99% accurate, as the data used to correct and certify addresses was provided by the  USPS through a 3rd party vendor.  I do not know who would provide these services outside of the USPS and/or some of their partners, but I'm sure there must be many out there as we were a small fish in a big pond.  When you are looking to purchase a list, you can inquire if it's CASS certified.  You will probably pay more for this list, as the provider would have more time and expense into the list to provide the added accuracy.

sometimes they look at a lot of mail being sent out as a chain letter campaign

@Gary A. -  Im super new to DM but was also shocked at the amount that was returned.  15% out of 1000ish.  The vacants i didn't mind but lots were "couldn't be mailed as addressed".  Not even sure what that means since the address looked fine and it was a real house.

I actually do additional research on letter that get sent back to me especially when they say "vacant" and try to skip trace the owner. I see $$$!

How much mail are you sending exactly? Just curious

@Stanley Parsley I should have clarified. I haven't counted the numbers exactly, but I think I have about 10% of my mail coming back. Don't quote me on that, but what I mean to say is that most of the mail is going where it is supposed to. But I'm putting out a lot of mail, so 10% is a large amount. I would like to decrease that amount as much as possible.

And the letters are being mailed out by a reputable mailing company.
