Double-closing a HUD

Say theres a HUD home thats only taking owner occupied offers. If you get the HUD home under contract, would you be able to wholesale it or do you have to close yourself?

I would think that it wouldn't be possible to wholesale since you are supposed to be an owner-occupant.

Would there be a way to wholesale a HUD home?
