Can't Find Home Owners Information To Contact Them

Hello Everyone, 

I just finished Show #218 with Erik Stark and took the initiative this week to drive for dollars. In my search I've actually found a property that fits the "distressed" catagory to the "T". High grass, unkept bushes, news papers in driveway and lastly, mail piling up in mailbox. Following the information I listened to from Show #218, I went to the County Office / City Hall and asked for owner information. There I was given the owners name and told that there were no tax liens currently on the property. When I asked for the owners contact information, the clerk advised that she could not release that information. 

I then did an online search using TurePeopleSearch and got phone numbers and email address of which none of the numbers worked. I emailed the listed emails of which one bounced back as no longer working. I'm still waiting for a reply from the other two email addresses, but this too might be a shot in the dark. In addition to this, the owner is listed as living in the property I want to purchase but no one doesn't actually lives there. 

So my question is, if the emails don't work and the owner doesn't reply. Is there a different way I should try to approach them. I would do directly mail but again letters just seem to be left unread at the property.
