How often do you buy new lists for direct mail in same county?

I'm confused about direct mailing in the same county. After mailing to the same absentee owner list 3 times in a county would you purchase a new list of absentee owners if you still want to mail to absentee owners in that county? Also how often do you recommend purchasing new lists with the same criteria? Thanks.

Ray Lai you're on what day to mail, the best to mail is Tuesday usually the mail is extremely light( I am a letter carrier )
