wholesale a REO

I have a couple of questions if anyone could give me an answer it would be greatly appreciated...
If you wanted to wholesale a REO what are the steps that we would have to go through to completion ?
And the earnest money deposit that is put up what happens to that if you can't find a end buyer ?
How do you back out of the deal?

I also was told in dealing with HUD after 10 days of a listing investors can bid on the properties does anyone know what is involved with dealing with HUD?
