Decoding a Tax Delinquent text file

Does anyone have experience decoding the tax delinquent txt file that county gives you? Wondering how you did it or just if you had success with a VA or could point me a third party that does it?

I attached a screenshot of what I have. For DFW it comes as some txt files you download from a server as well as a reading key for how to make sense of all the numbers and letters.
