Wholesaling without a license - legal or illegal?

I have heard a bunch of times that wholesaling without a real estate license is completely legal if done correctly with the right contract. And i have also seen on here numerous times that wholesaling without a license is NOT legal. Which one is it?

It is illegal to Market properties you do not own unless you have a license.
