Getting Code Violation and Water Shutoff List

Hello BP my name's Dakota im located in Texas and started to implement virtual wholesaling to my buisness. I also wanted to try getting list for water shut offs and tax deliquit propertys. I know that there is gonna be alot of properties that won't fit my criteria and will filter through it. So far though i haven't been able to get through with the company's for the San Antonio area every time they say we don't have a list you'd have to give us a induvidual property address for us to look it up. But i feel they have to have some list as I've heard other people having good luck with getting these list. So my question is if anyone has and luck or advice when dealing with these lead methods any help would be appreciated

You usually have to go to the office and talk directly with someone. Then you have to ask for their supervisor. THEN you have to ask for the supervisor's supervisor. THEN you might get the answer that you are looking for. City and county workers are NOT the most helpful.
