Anywhere in the US is a great place to start wholesaling.  Wholesaling is simply the act of getting paid from property that you don't personally want to buy. If you buy a property and price A and sell it at price B and long as B is a bigger number, YOU WIN !!! 

You will need to develop a few skills to be a successful wholesaler.  

You need to learn how to market to find your deals. You can't wholesale off the MLS.

You need to learn how to negotiate, both as a buyer and a seller 

You need to learn the mechanics of the deal.  This can be an option or double closing.

You also need to realize that your buyer might not be an investor.  Homeowners, can also be your buyers. 

As you advance, you will learn more complicated transactions like work for equity deals and sandwich lease options, but for now, just focus on finding deals. If you have a deal in hand, the rest is pretty easy.
