Advice on Tax Delinquent Properties

I have been wholesaling Tax Delinquent properties for the past 4 months. I have 2 deals under my belt so far. However, I'm starting to question the amount of actual motivation in home owners who are behind multiple years in property tax. I only pursue tax delinquencies with 3 or more years, but 99% of the home owners I have talked to have absolutely no interest in selling their home. These owners are a full 3 years+ behind, and according to my state law, they should have already been notified of foreclosure. I'm trying to help these home owners, while making money at the same time. So what exactly is the key to wholesaling Tax Delinquent properties? Are these home owners just simply ignoring the fact that they could lose their home to the bank?
