PIcking Phone number and Workflow Automation

I am relatively new to generating leads.

If I want to

1. 1) provide a local phone number with a pre-recorded message with options to choose extensions
2. 2) have a workflow automation based off a submitted form contents
3. 3) have a workflow automation based off a scheduled meeting
4. whether the workflow be an email to chosen recipient, a text blast, or anything else. I have so far set up a website, a form(jotform), meeting scheduler(calendly)

Questions are

1. A) whats the most cost effective local phone number I can get
2. B) whats the best workflow I can get
