Texas is a state with unclear rules regarding wholesaling. Attempt by legislation to clarify rules actually led to increased confusion.

All the wholesaling controversy in every state revolves around the issue of wholesalers and homeowners/consumers. If you wholesale commercial property or non owner occupied property, there is less justification for governmental interference with your business model, absence fraud.
