Privacy laws and pulling lists

Hello everybody, i recently found out that South Carolina has recently passed a law that doesnt allow using public data for marketing purposes. my question is, what are people doing to get this info from a non public entity and what are some other methods that people use to get these types of lists. Thanks for the info in advance.
