Can subrogation cause an increase in your own insurance rates?

Recently had a kid in a single car accident cause damage to my property and at first his insurance company(All State) was talking about a payment and I was getting estimates for repair, however now Allstate claims that they are unable to contact their insured by both mail and phone so they are unable to issue payment for my damages. I'm not really sure why that is necessary when the police report clearly states whats happened. In any case the claims rep told me to have my insurance company go after all state for payment. 

My main concern is that if I go this route that my own personal insurance rate would increase significantly as a result of some negligent kid. Although I feel like at the moment, It have no choice but to subrogate. I wasjust wondering if anybody out there has a similar experience and didn't see an increase in their rates.
