Contractor/insurance payment help

So I got a contractor to do an insurence job in my home. He gave me a quote of 22k and asked for POA so that he could deal with the insurence company. I agreed. I then asked over and over again for a contract and a price breakdown so that I knew exactly what I was paying for. I received a payout from the insurence company for much more than he quoted me. Fast forward a few months we are finally ready to get work started but I still am waiting for a cost breakdown and contract. After calling him for the ( insert your own number here ) time he told me that the price has gone up quite a bit from his quote. Upon him asking him why he won't really give me an answer. He finally told me that whatever we receive from the insurence company we should be giving him otherwise it's considered insurence fraud. I for sure do not want to commit any crime but I feel like it's crazy that he quoted me a number and now wants more. He is sending me the quote tomorrow and I will get to see how much more he is actually charging me. Is this right? I feel like he's taking advantage of the situation since he wouldn't send me an invoice. My guess is he wouldn't send the invoice because he was always working to get more money. I want to know if I am supposed to hold home to his original quote or just go with his new quote. Also if I have extra money left over I plan on putting it back into my home. I have a few projects on the back burner that I for sure would love to get done and for sure would be able to with the extra funds. I'm not sure what the laws are here in Illinois so I'm not sure how to handle this situation. SOMEONE PLEASE GIVE ME ADVISE.
