background and credit check for potentail tenents

I recall reading an article about background checks on potentail tentents for my apartments. It was were the possible tentent would submit there info and they pay for the service but i would get the results. Then i can determine weather to rent to that person based on the results of the background check. This info would be helpful and appreciated. Thank You-Robert
