Sole owner passed away 10 yrs ago - vacant ever since

Since the title is still in his name, I assume the probate was never opened. If I can't find the relatives of the deceased to encourage them to open probate and sell the property as a Personal Representative, do I have any other options?

Any ideas are greatly appreciated!
