New to RE investing from NYC

Hello fellow investors my name is Rodney I am new to re investing and I am thinking about philly for a start because of its close proximity to NYC and it's affordable properties. I would love to do a flip or buy and hold a section 8. I just don't know philly areas. Any advise?
