Negotiation Assistance - Nonconforming Garden Unit Observed

Hi BPs, 

Fortune brought me a motivated seller with a nonconforming garden unit, some may say illegal unit. Who am I to say?

I read about the code requirements, and de-conversion risk.  It can be as easy as removing the sink and stove or could require removing all partitions.  There is no chance the zoning can change.

What technique should I use to lower the price even more based on that observation - before the formal inspection? Cost to cure lingo or a plain new bid.

What techniques have you used when dealing with this?
