Non Resident Has Keys
I'm at my 4plex and a non resident walks past me, pulls out some keys and opens the main entrance and then into an apartment.
I was dumbfounded.
I hesitated to do anything right away... The tenant is brand new on a one year lease...
Standard State of Wisconsin Lease.
My options? I want to be in the right before I say or do something I can't back up.

You could've asked the person who had the keys if they lived there and see what they say. Or you could try asking the tenant if someone is living with them or why a non-resident has a key to the main entrance. Short of them admitting they live there though, there's probably not much you can do about it.
Keep in mind, the person with the keys may not even live there. I have keys to the house that one of my kids is renting. I don't live there though. I also have an access card for the main entrance gate at the gated community where my parents live. I don't live there either.
It's worth inquiring though. I'd be more inquisitive than accusatory at this point though.
