Welfare and anti poverty groups cry foul and generally get their way. Along with the support of apathetic governments they have created the most anti landlord regulations in North America. The proposed changes are not going to have any effect on the ability of landlords to evict bad tenants.
The majority of the worst tenants would likely fall on the government to provide them housing if landlords were allowed to evict and that will not be allowed to happen. Aside from allowing evictions for non payment of rent the government is not going to make any other evictions any easier in Ontario in our lifetime. The Tenant Protection Board will see to that.
