Secretary of Housing and Urban Development

Hey Ya'll, I was out doing some D4D and now I'm tracking down the owners. I came across a property owned by the Secretary of Housing and Urban Development.

Basically, I'm wondering what that means, and can property owned by them be wholesaled? Or is there anything that can be done with it?
