Pennsylvania ACT 90 - Need help with local attorney referral

I am seeking advice and hopefully a Pennsylvania attorney who can help with PA Act 90 abuse by a Montgomery County PA municipality.   They are using ACT 90 much broader than it is written and basically challenging the landlords to fight their abuse.   I cannot find a local attorney who is educated on ACT 90.  Anyone in the Philadelphia surrounding counties know of an attorney who is educated on ACT 90 or any cases filed against any PA municipalities on this issue.  Thanks
